Nappa didn't block the Kikoho. He got hit by surprise with it and came out with the usual cosmetic damage.
He had his arms up guarding.
That didn't look like a guard to me. People do that in shock all the time.

 I have Gohans Masenko as slightly stronger, only because Tenshinhan was near death when he fired the Kikoho at Nappa.
